The Union-Snyder Agency on Aging, Inc. provides services to adults over the age of 60 in Union and Snyder Counties. In order to provide these services, USAA utilizes subcontractors. Subcontractors can provide services to consumers who are enrolled in the PDA Waiver program, consumers who receive general services or both.
To provide services to consumers who are enrolled in the PDA Waiver program, each provider (vendor) must submit information required by the PA Department of Welfare (DPW). After this information is reviewed by USAA and DPW, the vendor can be approved to provide services to PDA Waiver consumers. This review process can take 2 -3 months. For vendors who are already approved to provide PDA Waiver services in another county in PA, this process usually takes less than one month. In most instances, after approval is granted, providers continue to be approved indefinitely unless they are unscrupulous. Consumers who receive PDA Waiver services choose the vendor that they would like for their services. After services are provided, the vendor bills Medical Assistance on a monthly basis for reimbursement.
Vendors who provide services to consumers who receive general services are approved through a Request for Proposal (RFP) Process. This process occurs every 5 years. The general services requiring vendors are: Personal Care; Personal Assistance Service; Respite Care; Home Health Services; Home Delivered Meals; Congregate Meals; and Adult Day Care. When these services are provided, the vendor bills the USAA monthly for the cost of the services. Personal Care, Personal Assistance Service, Respite Care and Home Health Services are provided by multiple vendors, with the consumer choosing which vendor they would like to provide the services. Vendors who meet the criteria set forth by the USAA and who bid under the ceiling rate are approved by the USAA to provide services. A list of vendors is given to each consumer when that consumer is ready to begin services or when they wish to change service providers. Vendors are placed on the list according to the rate that they are charging for the service, with lowest priced vendor listed first. Vendors can apply to provide services at any time, however, if they do not go through the RFP process, they are placed at the end of the list, regardless of price, for at least 6 months.
